What is the Quadern de Normes Tècniques (Technical Standards Manual)?
The QNT is the document that specifies the standards governed by European regulation 2092/91 that are not clearly defined and which establishes the technical standards applicable to operators in Catalonia.

Why is a new QNT necessary?
The new QNT includes new techniques and provisions that the 1995 QNT did not cover. The European Union Commission has continued to pass new regulations that modify or complement the 1991 regulations, which the authorities in each country have to adapt to. Furthermore, the different regulatory councils for organic agriculture have adapted the standards to the specific situation and characteristics of each country.

What are the main objectives of the QNT?
The main objectives of the QNT are:

• to clarify certain aspects of the standards governed by Regulation 2092/91 which are not sufficiently clear and lead to differing interpretations
• to establish the technical standards applicable to certain producers and in relation to certain technical aspects not covered by Regulation 2092/91
• to match the standards that define the agro-food production system to the characteristics and specific situation in Catalonia

How does approval of new QNT affect operators?
Compliance with the current version of the QNT is obligatory in Catalonia for all physical and legal persons involved in the production, manufacture, importation from third countries, storage or marketing of organic agro-food products.

When will it come into effect?
The new QNT comes into effect on 1 January of 2007.

How often is the QNT revised ?
The QNT is revised at least every two years, although, this may be more frequent if considered necessary by the relevant authority or CCPAE.
